Arthur Fisher, Jr.
Arthur Fisher, Jr. serves as Director of Local Affairs at the 91传媒 Association (ACP), where he leads efforts to strengthen local engagement and support the responsible development of clean energy projects across the United States. He works with ACP members, local officials, community leaders, and regional partners to address local policy and siting challenges, share effective community engagement practices, and develop practical resources that help advance clean energy projects.
Before joining ACP, Arthur managed public policy and government affairs for a clean energy developer, working on legislative, regulatory, and community matters affecting utility-scale solar and energy storage projects. He began his career as an electrical engineer and later held roles in reliability and maintenance engineering, financial analysis, and operational strategy. His multidisciplinary background allows him to approach energy policy from technical, financial, industry, and community perspectives.
Arthur also brings firsthand experience in local government. He serves on the Chelsea City Council in Alabama and previously served on the Chelsea Planning Commission. Through these roles, he has worked on issues involving economic development, infrastructure, land use, zoning, municipal services, and long-term community planning.
Arthur has served on the boards of several clean energy and professional organizations, including the Southern Renewable Energy Association and the Alabama Solar Industry Association. He has also held leadership positions with the Birmingham Professionals Chapter of the National Society of Black Engineers and is active in several civic and professional organizations. In 2024, he was named a Birmingham Business Journal “40 under 40” honoree.
Arthur holds a Bachelor of Science in Electrical Engineering from Southern University and A&M College and a Master of Business Administration with a concentration in finance from Samford University. Originally from Opelousas, Louisiana, he resides in Chelsea, Alabama, with his wife, Jacy.
